AICPIN for the Month of September-2013 rose by 1 point

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for September, 2013 rose by 1 points and pegged at 238 (two hundred and thirty eight). On 1-month percentage change, it increased by 0.42 per cent between August and September compared with 0.47 per cent between the same two months a year ago.

October 24, 2013:  Since Independence, every move of the RBI has been aimed at development keeping in mind the welfare of the common man. In this connection, granting a banking licence to India Post will be a unique service to farmers, farm labourers and the rural poor, who feed the country but die of hunger.
The huge number of farmers’ suicides should prompt us to enable faster financial inclusion as only 35 per cent of the population holds bank accounts. India Post is the best equipped to take this on, with over 1,53,000 post offices spread across the country, located not more than 2-3 km from each village.
India Post has ready infrastructure, which can be quickly upgraded to meet the needs of a full-fledged bank branch in this age of solar power and satellite telecommunication. On the other hand, it would probably take decades for other applicants to open 1,53,000 branches.
Post offices already provide basic banking services such as savings and fixed deposits (NSC) and products such as Kisan Vikas Patra and Public Provident Fund which they will continue to do. They can spread the reach of other savings instruments such as government bonds, and tap the savings of the well-to-do in rural India for the development of the country as well as crop and healthcare insurance.

Dept of Posts cuts banking fund proposal to Rs 623 cr


The Department of Post plans to start 50 bank branches in the first year and scale it up to 150 branches in five 
years.


NEW DELHI, OCT 20: The Department of Posts (DoP) has lowered its estimate of funds that it needs to start banking operations to about Rs 623 crore from its earlier projection of about Rs 1,900 crore, sources said.


The proposal for Rs 623 crore includes Rs 500 crore that is required as paid-up capital under the RBI’s new banking licence norms. The remaining amount is for infrastructure that is needed to comply with the new norms.

The DoP has applied for a banking licence. The Reserve Bank of India is expected to issue licences to shortlisted entities in January 2014.

“The DoP has lowered the proposal for funds it needs to start banking operations from about Rs 1,900 crore estimated earlier to about Rs 623 crore,” a government official told PTI.

The Government has sent the DoP’s fund proposal to the Expenditure Finance Committee. Once cleared by EFC, the proposal will be placed before the Cabinet for final approval.

The DoP plans to start 50 bank branches in the first year and scale it up to 150 branches in five years.

Productivity Linked Bonus for the Accounting Year 2012-13 to the Employees of Department of Posts.


Order has been issued vide Department of Posts (Establishment Division) Letter No.26-04/2013-PAP dated 4th October, 2013 for Payment of Productivity Linked Bonus for the Accounting Year 2012-13 equivalent of emoluments of 60 (Sixty) Days to the employees of Department of Posts in Group 'D'/ MTS, Group 'C' and non-gazetted Group 'B' cadre. Similarly, Ex-Gratia payment of Bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Ad-hoc payment of Bonus to Casual Labourers who have been conferred Temporary Status are also to be paid equivalent of allowances / wages respectively of 60 (Sixty) Days for the same period /year. 

Ceiling:-

Regular Employees:- Emoluments shall be restricted to Rs.3,500/- per month only. 

Gramin Dak Sevaks:- Time Related Continuity Allowance shall be restricted toRs.3,500/- per month only. 

Full Time Casual Labourers (Including Temporary Status Casual Labourers):- Notional monthly wage shall be restricted to Rs.1,200/- per month only.

Hyderabad Oct 3: The UPA has finally giving the go ahead for the bifurcation of Andhrs Pradesh. Giving the green singal for Telangana\'s statehood, the Union cabinet also approved the formation of a GoM to work out the modalities of the division.

Home Minister Sushilkumar Shinde also touched upon the highly controversial issue of Hyderabad. Playing it safe, or as safe as can be, the Centre has decided to keep Hyderabad as the joint capital of both the states for the first decade.

The Telangana statehood was taken up in the Union Cabinet meeting on Thursday.

After today\'s decision, the draft resolution on creating Telangana will be sent to the law ministry for legal vetting before being presented to the Cabinet again. Once the GoM works out the nitty-gritties, according to sources, the Centre would then send the resolution to the Andhra Pradesh Assembly for adoption.

Telangana gets Cabinet clearance, Hyderabad joint capital for 10 years

New Delhi: Finally, Telangana is going to be a reality. After dillydallying over the creation of Telangana by dividing Andhra Pradesh, the Centre on Thursday decided to bite the bullet. The Union Cabinet cleared the Telangana note sent by the Ministry of Home Affairs on Thursday. With this the 50-year-old fight for Telangana reaches it s logical end.

Productivity Linked Bonus for Railway Employees

The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2012-13 for all eligible non-gazetted railway employees.

PLB equivalent to 78 days wages will be paid as a special case considering the good financial performances which is expected to motivate employees. The Gross Traffic Receipt (GTR) during 2012-13 is Rs. 1.24 lakh crore showing an increase of 18.85 per cent against GTR of Rs. 1.04 crore during 2011-12. This increase of GTR was 10.13 per cent during 2011-12 as against 2010-11 and 8.71 per cent during 2010-11 as against 2009-10.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates w.e.f. 01.07.2013 onwards-reg,

Consequent upon grant of another installment of dearness allowance, with' effect from 1st July, 2013, to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure, O.M. No. 1-8/2013-E.II(B) dated 25th September ,2013 , duly endorsed vide this Department's letter No. 8-1/2012-PAP(PT) dated 25.09.13, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of dearness allowances on basic TRCA at the revised rate with effect from 01.07.2013. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 80% to 90% on the basic Time Related Continuity Allowance, with effect from the 1st July, 2013.

2. The additional installment of dearness allowance payable under this order, shall be paid in cash to all Gramin Dak Sevaks,

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No.155/FA/2013- CS dated 01.10.2013.
